In regard to Online Poker in Illinois, or any other state in this country, their "bad actor" clauses are nothing but protectionism of local gaming interests in disguise! PokerStars and Full Tilt Poker (owned by the Rational Group) were fined and cleared of any wrong-doing by the United States Department of Justice. Unless these individual STATES brought lawsuits against PokerStars and Full Tilt Poker alleging fraud in their own STATE courts they have no legal basis whatsoever to declare PokerStars or Full Tilt "bad actors"! Even if PokerStars and Full Tilt Poker offered real money play to residents within these states that is not a valid basis for their conclusions... if these STATES did nothing within a court of law to keep it from happening! PokerStars and Full Tilt Poker would be well within their rights to file lawsuits against these "protectionism" states for defamation of character!
